§ 15.5-18. General requirements.

  • (a)

    All signs shall bear the name, address and telephone number of the contractor in a readable manner.

    (b)

    No sign shall be attached in any manner to any fire escape or to the supporting members of any fire escape, nor shall it be guyed to or supported by any part of a fire escape.

    (c)

    No sign shall be erected so as to affect the stability of any parapet wall.

    (d)

    No sign shall be so erected to interfere with any traffic signal, blinker light or warning device or to confuse those persons governed by such signals. The traffic engineer, or his designee, shall determine whether any such interference or confusion exists and in the event such a condition exists, may order removal of such sign.

    (e)

    Swinging signs on buildings or structures are prohibited.

    (f)

    The erection of signs on awnings is prohibited.

    (g)

    No person shall erect, construct, maintain, install or place any sign on any utility pole, street sign or public right-of-way within the city and within five thousand (5,000) feet outside its limits, or on any real property belonging to the city; provided, however, that signs erected by the city for public purposes are exempted from this provision. The city manager or his/her designee shall have the authority to remove and dispose of such signs without notice to the sign owner, or shall order any person or persons found in violation of this section to remove any sign in violation of this section. Penalties in accordance with this chapter and/or cost of such removal may be accessed against the person or persons who caused such violation of this section.

    (h)

    All illuminated signs shall be wired in accordance with the requirements of the city electrical code.

    (i)

    No sign shall be erected nearer than four feet to any telephone cable, power line or street light standard.

    (j)

    No sign shall be erected so as to block, partially block or interfere with, in any manner, a required means of exit from any building or any window.

    (k)

    Inspection of signs shall be made at the erection site by the building official.

    (l)

    All signs and advertising structures shall be maintained in good and safe structural condition, shall be painted on all exterior parts, unless coated or made of rust resistant material, and shall be maintained in good condition and appearance. If, upon inspection by the building official a sign is not found to conform to the above, written notice shall be given to the owner giving him or her thirty (30) days to bring the sign into conformance with this provision or to remove the sign.

    (m)

    Signs shall be located so as to conform with the requirements of city ordinances regulating zoning and sight distances on streets, alleys and street intersections.
